According to current legislation, training in Spain can be subsidised by companies by reducing their Social Security contributions and investing in improving their competitiveness and the employability of their workers.
To do so, detailed requirements must be met , which can be monitored for 4 years.
Requirements for bonuses
Training helps companies to increase their competitiveness and productivity by developing the skills and qualifications of their employees. To do so, they have access to financial support that is made effective through bonuses on Social Security contributions.
The company can decide what training it needs, how and when to carry it out, and organize it either itself or by grouping together with other companies, delegating all the procedures to an organizing entity.
This includes Individual Training Permits (PIF) that the company authorizes a worker to undertake studies with official accreditation, including degrees and professional certificates.
The bonus percentage could reach 100% (provided that certain conditions are met). Otherwise, the entity would have to partially co-finance the action between 5 and 20% of the training action, for example in hours the participant dedicates to training during his/her working day.
Nanfor Ibérica, accredited as an organizing entity since 2008, can manage the administrative procedures that companies are required to complete in order to have training credit as an added service.

We would like to highlight within the regulations that the documentation proving the costs must remain in the hands of the companies and only be made available to the competent control bodies in the event that it is required.
Likewise, the obligations of the beneficiary companies are those established in article 5 of Order TAS/2307/2007, in addition to those provided for in other articles of the aforementioned order and those included in Royal Decree 395/2007, among others the following: :
- Identify in a separate account or specific heading in your accounting all expenses for the execution of training actions and individual training permits, as well as the bonuses that are applied, under the name or heading of "vocational training for employment."
- Submit to the verification, monitoring and control actions carried out by the competent public administrations and other control bodies.
- Keep documentation proving participants' daily attendance at training activities.
- Ensure that training initiatives are free of charge for participants.
- The company must be up to date with its tax and Social Security obligations at the time the bonuses are applied.
- For a minimum period of 4 years, companies must keep available to the competent control bodies the supporting documentation of the training for which they have enjoyed bonuses in Social Security contributions.
On the other hand, the organizing entity will be responsible for safeguarding the documentation related to the organization, management and delivery of the training actions in which it participates as an organizing entity. Without prejudice to the above, companies will be directly responsible for the bonuses applied in their contribution bulletins and for non-compliance with the obligations established in Order TAS/2307/2007, even when these are due to the actions of the entities with which they contract the delivery of the training or of the entities organizing the training in the group of companies provided for in article 17 of the aforementioned order.
Since the publication of the entry into force of the RD-L, liability is joint and several.
1. Calculate the credit
To calculate the available credit for your company, you must consult the data that appears in the Contribution Settlement Receipts entered (Base on other contributions) from the previous year.
Average template: sum of number of workers (Contribution Settlement Receipts) divided by 12.
There is an additional credit for Individual Training Permits (PIF). Companies may finance the salary costs corresponding to these permits with the annual credit for training bonuses and with the additional credit provided for in Royal Decree 395/2007.

2. Request Nanfor Ibérica to manage the administrative procedures for the bonus of the course offered by email to the consultant who sent the training proposal
3. Upon request for bonus management, Nanfor Ibérica will send the following information:
- Bonus guide.
- Contract for the organisation of training signed between companies under Law 30/2015, of 9 September, regulating the Vocational Training System for employment in the workplace.
- Document of adhesion to the Contract for the organization of training signed between companies under Law 30/2015, of September 9, which regulates the Vocational Training System for employment in the workplace.
- Request for proposal for participation.
- Workers' Legal Representative Report Form. If applicable.
- Certificate of Lack of Legal Representative of Workers. If you do not have one.
NOTE: Even if the initiative comes from a company employee, Nanfor Ibérica will only begin the appropriate procedures when a valid interlocutor from the company authorizes it (representative, HR or Training manager, etc.).
4. Inform the Legal Representation of the Workers
Before the start of the courses, the company must submit the following documentation to the RLT (*):
- Name, description and objectives of the training activities.
- Target groups and number of participants per training activity.
- Planned execution schedule.
- Pedagogical media.
- Criteria for selecting participants.
- Expected location of delivery.
- Summary of training activities from the previous year.
(*) When the company does not have RLT, the consent of the workers affected by the training actions will be necessary.
Mediation Procedure (Discrepancies)
In the event that there is still a disagreement between the legal representation of the workers and the company regarding the training actions, the examination of this discrepancy in order to decide whether mediation is appropriate is the responsibility of the Joint Committee. Sending to the competent Joint Committee:
- Record of Discrepancies.
- Documentation submitted to the RLT.
- Reports issued by both parties.

5. In order to start the management of subsidized training, the company must send to Nanfor Ibérica:
a) Request for participation proposal, signed on both pages, first by scanned email to speed up the process to natalial@nanforiberica.com, and then the ORIGINAL by regular or certified mail.
b) Document of adhesion to the Contract of assignment (2 COPIES signed and sealed by the legal representative of the company, first by scanned email to speed up the process to natalial@nanforiberica.com, and then the ORIGINALS by regular or certified mail), which authorizes Nanfor Ibérica to carry out the procedures associated with subsidized training before the FTFE.
c) Report to the Legal Representation of the Workers (RLT/Unions), signed on both pages, first by scanned email to speed up the process to natalial@nanforiberica.com, and then the ORIGINAL by regular or certified mail. (Essential document only if there is a RLT). The person who manages the company's training will deliver the aforementioned documentation to the RLT, to inform them of the courses to be carried out and to give their opinion (favorable/unfavorable/no opinion).
d) Certificate of lack of Legal Representative of the Workers (RLT/Unions) signed, first by scanned email to speed up the process to natalial@nanforiberica.com, and then the ORIGINAL by regular or certified mail. (Essential document only if there is NO RLT).
e) Student registration form (as many copies must be completed as there are students who wish to register), first by scanned email to natalial@nanforiberica.com to speed up the process, and then the ORIGINAL by regular or certified mail. Along with this form, each student must submit:
- Copy of the ID of the legal representative of the company.
- Copy of ID of all enrolled students.
- Copy of the header of the last payroll of all enrolled students.
e) Bank receipt of the initial payment agreed with Nanfor Ibérica.
NOTE: These documents, which are essential to comply with the requirements of the FTFE, must be submitted to Nanfor Ibérica as soon as possible and at least 10 days before the start of the training.
6. Once this documentation has been received by Nanfor Ibérica, the process of managing and providing training for your company begins:
Nanfor Ibérica communicates the start of the course to the FTFE.
- Communication must be made at least 7 calendar days before the start date of each group; in the case of Individual Training Permits, communication before the start will be sufficient.
- The dates, times, location, name and content of the event, modality, number of participants and list of companies will be communicated (in the communication of completion, a greater number of participants or companies other than those notified at the beginning will not be admitted).
- Cancellation of the group or change of schedule, location or dates of delivery must be communicated 4 calendar days in advance of the scheduled start date.
- If the change affects the start date, 7 calendar days must elapse between the communication of the modification and the new start date.
- For the rest of the changes, it will be enough to communicate them before the start of the course.
Nanfor Ibérica sends an email to the company with:
1.1. Copy of the group start notification (for your information).
1.2. Documentation of the training action to be returned when the training ends.
1.3. Course payment invoice.
Nanfor Ibérica returns the ORIGINAL of the Document of adhesion to the Contract of assignment signed by the Legal Representative of our entity.
Nanfor Ibérica sends the teaching material and/or registration on the platform of the contracted course.
Aspects to consider in the development of training:
- The duration of the course cannot be less than 2 hours.
- A worker's participation may not exceed 8 hours per day.
- Training should be free of charge for participants.
- The company must keep the documents controlling the daily attendance of workers at the course.
Attendance control model - In person.
- In the case of training courses provided via distance learning, the platforms must enable the recording of participants' activity, with said recording acting as attendance control.
- The company, or where applicable, the issuing centre must deliver the certificate or diploma within a maximum period of 2 months from the completion date, and must retain documentary evidence of its delivery or sending.

7. The Company must deliver the following documentation as soon as possible after the training has been completed:
- Evaluation questionnaire (to be filled out by each student and the ORIGINALS returned by regular or certified mail).
- Provides diplomas (to be signed by each student and the ORIGINAL returned by regular or certified mail).
- Delivery of material (to be signed by each student and the ORIGINAL returned by regular or certified mail).
- Attendance control for in-person training (to be signed by each student and the trainer, and the ORIGINAL returned by regular or certified mail).
8. Nanfor Ibérica, in the delivery of training, will carry out an exhaustive follow-up of the student, to support him/her, from the beginning to the end of the course. Student obligations
In order for the e-learning course to be eligible for a bonus, the student must access all the elements of the course during the course access period. They must read and understand the concepts indicated in the course. For any questions or queries regarding the course, they must use the platform's internal email, so that their participation is recorded. All communications must be made within the LMS and they must respond to the forums and activities related to the course.
Regarding the access time, it is mandatory that the student registers a minimum of 75% of the hours of the subsidized training action . For example, if the course says 115 hours, he has to be connected to the platform for a minimum of 87 hours.
Four weeks before the end of the course, the student must request information from support (soporte@nanforiberica.com) about the times recorded on the platform. This will ensure that the action is completed correctly and that the student has the right to a bonus.
The participant must have access to all elements of the course , presentations, multimedia content, videos and URLs. He/she will be obliged to do all the learning control instances that the course has , such as tasks, activities, discussion forums, self-assessments and final evaluation of the course.
At the end of the training action, NanforIbérica issues a report of access time by course units, course elements, access dates, degree of progress, etc., which will be sent to the student and/or the human resources department or to whoever requested the course.
If these requirements are not met, the training course cannot be subsidised.
9. Once all the necessary documentation has been submitted and all the appropriate payments have been made, Nanfor Ibérica informs the FTFE of the completion of the group and the students in the relevant training activity, informing them of the costs and the month in which the company will apply the bonus to its social security.
This communication may be made from the end of the action, and in any case, before the presentation of the December contribution bulletin. To carry out this step, the following must be completed in the application:
- List of participants who have completed the training (completion of at least 75% of the course).
- Course costs (training group): direct (directly related to delivery) + indirect (limited to 10% of the total cost of the training activity) + organisation costs (only in the case of outsourcing the organisation to an external entity, and limited to 10% of the cost of the training activity (15% in the case of companies with between 6 and 9 employees, and 20% in the case of companies with up to 5 employees).
- Amount and month in which the bonus will be applied.
The application will calculate the maximum cost for which the company can receive a bonus, taking into account three amounts:
- Credit available.
- Costs incurred in the development of the training (taking into account the co-financing to which the company is obliged based on its workforce).
- Maximum financeable amount in accordance with the economic modules applicable depending on the type and level of training.

Co-financing
Depending on the number of employees in the company, a certain co-financing will be required, which is the difference between the training costs (including the salaries of employees trained during working hours) and the bonuses applied.

Companies with 1 to 5 employees are exempt from co-financing training with their own resources. Likewise, Individual Training Permits are excluded from the obligation of private co-financing.
Cost orientation for demand formation: training actions of companies
10. Nanfor Ibérica sends the company the end of group notification detailing the amount for which the bonus can be applied.
The company may apply the bonus from the moment the group is notified of its completion in the application, until the presentation of the bulletin for the month of December of the current year (The bonuses corresponding to Individual Training Permits may be applied as the salaries are paid to the workers).
RED system
The amount of the bonus (completed in the online application) will be communicated in the EDTCA80 segment "SPEE continuing training bonus":
It will be accumulated in the EDTCA60 segment "Sum of bonuses, subsidies and compensations".
If the balance is a credit (the amount to be credited is greater than the company's contribution), the TGSS will proceed to reimburse it.
Once the financial year has ended, the Tripartite Foundation will verify the bonuses applied, as well as compliance with the requirements and obligations, including the result of the monitoring and control actions, if any.
Information note : Nanfor Ibérica as a training entity is not responsible for the amounts that are subsidized by the company or for the claims that FUNDAE may make for the amounts deducted due to the employee's non-attendance at the course, the amounts deducted incorrectly or other causes that do not arise from the non-delivery of the training action.
Causes such as non-attendance of the student, non-recognition of available company credit, partial justification of company expenses not recognized by FUNDAE and also any situation of a legal or regulatory nature for which the company is denied the bonus of its social security contributions.
Due to the different contracting and acting parties, Nanfor Ibérica cannot guarantee that all training actions will be subsidized.
BECAUSE NANFOR IBERICA HAS TWO RATES FOR COURSES DEPENDING ON WHETHER OR NOT THEY ARE SUBSIDIZED:
The fee applied to subsidized courses is not based on the administrative activities that must be carried out with FUNDAE; these services are provided free of charge by Nanfor for its distance learning courses. The difference is based on the added service of monitoring per participant, so that the daily progress of each student is monitored, analyzing the possibilities of subsidization by seeing their progress through all the points, preparing a completion document with the access records and necessary times.
In addition, Nanfor must provide a set of tutor resources, platform, access for inspections and other services that generate an added level of open individualized support service.
Furthermore, the client receives 100% of the amounts spent through the online training bonus, something that does not happen in many cases with face-to-face training or distance learning.
